The sad thing, as one commentator wrote in a related but different context, is that the point of this change is not to give ordinary boys a license to wear skirts if they choose to do so (although that may be a consequence), but mainly for "boys who identify as girls to dress as their chosen gender."

I would imagine that with the UK being surrounded by water, it can get pretty humid like in Buffalo some days, & unbearable on hot days. I wonder how many more kids that go to schools that don't allow shorts would opt to wear a skirt on those hot humid days to be a little more comfortable.
A 30C (86F) humid day can feel worse than a 35C (95F) in a dry climate or desert.
