I recently came across Melanie Martinez, singer, actress and director.  She has made a movie called K-12 (2019) which is available on YouTube:

It is set in a fantasy school where the girls wear pink frilly uniforms and the boys wear blue uniforms that have hearts embroidered on the front with frilly trim.
 
The children look like teenagers but behave and are treated more like elementary/primary school children e.g. they have a nap time!

Melanie’s central character is called Cry Baby.  If you search YouTube you will find other videos which pre-date the movie with the same character.  In these videos she wears baby/toddler clothes and appears in an upsized play-pen

Not a diaper in sight but all of her videos involve frilly clothes - hours of enjoyment there.

Strange movie -- its surrealism reminded me of Fellini's Giulietta degli Spiriti (which I saw dubbed as "Juliet of the Spirits").  Not just pink and blue, but pink and baby blue -- even down to their saddle shoes. I also noticed that that the way they got such large heart appliqués (or whatever they were) on the fronts of the boys' shirts was by having the shirts button in the back.
