Found this on the auction site. Is that a boy in a dress and if so, I wonder why?

In the early 1960s it was quite common to punish a boy by making them wear a dress. It's just like putting a boy in the corner wearing a tall cone-shape "dunce" cap. The idea was to scare the crap out of the kid, & scare the other kids into behaving themselves by humiliating them rather than beating them.
Of course, regardless that the ad says it's a group of boys, you can't rule out it's a girl with short hair. Down south or in hot weather it was common for girls to get sort hair if the heat got unbearable.

I think it is a girl as you can see by her neck a little bit of hair coming out the back like her hair is in a pony tail.

You're right. I didn't look that closely at it before. With the front bangs cut the way they are, the top puffed up & back, & the sides pulled back, it's clearly a girls haircut & style. You can see a ribbon or something tying her hair in back.

Look closely at the subject's elbow level - the very narrow (almost empire) waist would be common for a girl but doubtful for a boy.
