I used google translate and looked other pictures of him not in costume and I think you are right. His mother just wanted to dress him up for halloween and he did look adorable.

Judging by the rest of the photo's in the family album they have two boys but the older one makes a very cute looking girl. Perhaps the younger one will wear the Alice costume in a few years also. Great find as usual Andy G.
