The dude would never had got in so much trouble if he wasn't frequently, deliberately loitering around small children he didn't know when school let out... esp. in a lab coat with nothing (or very little) on underneath.
Around here, any adult stranger regularly loitering around small children when school let out would get the same thing or worse, no matter how they were dressed.
This has more to do with a crazy guy or fool loitering around small kids he don't know than the school uniform he wore. Just because he's a little old guy doesn't mean he's not harmless or crazy... esp to little kids.
If they're not your kids, & you're a stranger, you have no business regularly loitering around them even if you were dressed normal. Yeah, a law was broken... That's called stalking.
For an adult stranger to regularly & deliberately loiter (stalk) around small children when school lets out, makes him at least crazy, or at worst a pervert, & it is stalking too. People have every right to keep crazy people & stalkers away from their kids.
I thought the ruling was pretty fair compared to somebody convicted of stalking or regularly loitering near schools when school lets out around here. He's only not allowed to wear skirts outside or show bare legs during school days for 1 1/2 hours in the mornings, & 1 1/4 hours in the afternoons when the kids are going to & from school. The whole issue could have been avoided if he wasn't regularly & deliberately loitering near the school, around little kids when school let out.
If he's gonna act like a crazy person or fool, people will treat him like one.
His crime wasn't wearing a skirt. He made it a point to regularly loiter around small children he didn't know at school time, near the school. Also, wearing something that looks like a lab coat, with nothing or almost nothing underneath around little kids you don't know, near a school will get you beaten, locked up a long time, or killed in my town.
