I did a bunch of times when I was around 10. My sister used to dress my up for fun. And of course Halloween

I also went out dressed at Halloween with my sister wearing her tights and dress at about the same age but as I got older her clothes didn't fit anymore. I would use money from my paper route to buy some panties and a dance leotard and some plastic baby pants after I got hooked on them but I was always so scared going into the shops to buy anything. I would wander around for awhile waiting for the right moment to grab what I wanted and head for the checkout when nobody was near. The clerks must have kept an eye on me thinking I was a shoplifter because they would wink or smile when I put the panties and tights on the counter. I guess they new it was for me but never said a word. After two or three times I would choose another store thinking they would not know me but I always went back to the same stores later as there were not that many nearby. There was always the sly smile when I went in even if it was for something for my mother. Then they would say " nothing for your sister today" and smile. In all the years I have been wearing panties and tights nobody ever seemed to know or let on they knew except one girl in grade school who wanted to see after classes what I was wearing under my pants. She already knew, having seen the lace waistband of the panties when I bent forward in my desk to talk to the girl in front of me. I was scared she would tell so I followed her to the park near our houses and dropped my pants when we were in the bushes. She smiled and reached for my boy parts telling me she liked to see me wearing them. We became friends and would often meet after school and do things together.

I guess that depends on the intent of the question.

As a "boy" of 11 in 1959, I spent some time with my family, living with my great aunts. Mom had a yellow shirt waist dress that I loved and one great aunt had petticoats that she found impossible to keep me out of (I was usually home alone during the day). One day while wearing the dress, several petticoats and the appropriate undies, I felt I HAD to venture out. I walked the block down our street, turned down another street and walked another block to an auto service station.. then back.. heart pounding, adrenaline pumping.. WOW!
Outside of this, back then, I often "let" local girls see me dressed. Did I mention "Often"?!

Similar to Angela M's post, starting at age 11 or so, I too purchased plastic pants at a local store and told a girl at school that I wore diapers and plastic panties at home. Of course, she said she didn't believe me and I invited her over after school and showed her, dropping my jeans and displaying my diapers and plastic panties.

Fast forward to recent decades, I frequently "dress" and always "as a girl". I have no interest in "women's" clothes and wear "little girl style" dresses or "baby style" dresses. Always with several fluffy petticoats. I guess I never grew up. I'm often "out in public" whether it's at "Pride" events (I consider myself transgendered), while traveling and exploring with friends (I've been "out" in CT, DC, ME, MA, NC, NH, PA, SC, TX, etc), or just for fun!
In 2013 I flew from Maine to South Carolina on US Air in a red jumper with a white blouse, petticoats, tights, and proper little little girl undies (so I wouldn't have to worry about what potty to use)! <giggle> The TSA was fine with the whole thing. I've thought of writing of the experience and posting it on the board, but I don't know what part of the board I should post it under.
Actually, I just returned from another Easter in Charleston, South Carolina, where my friends and I entertained the locals as we wore our frilly, new, Easter dresses and the locals played paparazzi, taking who knows how may hundreds of pictures of us!

My sister and her family gave me a pink and white Schwinn girl's bike for Christmas a few years ago and I often ride it around my neighborhood dressed as a little girl. My family is aware and supportive.

Later today, I'll dress in a new dress I received from "Leanne" of eBay, with petticoats and accessories and venture to a local hospital "Quick Care" for a blood draw. The ladies there love it when I show up in "little girl mode" (I'm there often).

So, "Out in Public Dressed as a Girl"? I guess, ... maybe! <giggle>

Hi Petticoatone,
I started at about age 5 or 6 wearing my sisters clothes but my father caught me a few times and my behind was blistered with the belt. He wanted a son and not a little girlyboy and I guess I never really measured up even as I got older. When my brother was born I was fifteen and a dissapointment. He had more time then to turn him into all boy and the two of them were sports nuts. I had spent a great deal of time with mom learning girl things like sewing and knitting and cooking, singing and even writing poetry and short stories. One or two times when they found my girl clothes my mother would talk to me but my father would just leave and never say anything about it. Even after I left home to work in Toronto, I had stashed a box of girl things behind the furnace but when I came home one weekend it was gone and nothing was ever said about it. I suppose I should have asked but there was no point. When I was a teen I was very confused about why I did the things I did and mom kept giving me liturature from the church about "Sinning" but she also made an appointment with our family doctor who was also a family friend. After many visits and tests he told me that I was more female than male and maybe gay or just confused about my sexuality. I am assuming he also reported to my parents but they never said and dad stopped bugging me about doing boy things after that. I often wondered if my mother was glad she taught me girl things later in life as I lived on my own for awhile in a very nice apartment and they would frequently stop by with their friends to show it off. She was proud I had studied Interior Design after high school although it was not my profession later in life. They were also proud of the house I bought in my early twenties and fixed up quite nicely, again often bringing friends by to show it off. I was my mothers caregiver later in life until she passed away and I know she was happy to have me around as most of her friends and family were too busy to bother so she had a built in housekeeper and cook until she started to get Dimentia. Then I employed some help until she passed at age 90. I guess I was a Mamas boy after all. I still dress to this day and always wear clean panties as you never know what could happen and those feelings never go away no matter how many times we purge our wardrobe.

I have always thought of myself as a girl/woman. I never remember having a dream where I wasn't a girl or woman. I sometimes had to wear my sister's panties when mine were in the laundry. I also had to wear a vest sometimes with a little bow right in the middle of the front. Did I mention back in those days most girls wore nylon panties. My sis was no exception. I was baptized at 3 1/2 years of age in a very pretty, lacy frilly, baptismal gown. I don't remember that but I have seen the pictures of me in that gown. Mother often used me as a dress model for dresses she was making for a girl cousin. My aunt petticoat punished me at a birthday party after I got my boy clothes dirty when I was nine or ten. It was very humiliating. When I was in the fifth grade I wore a colonial girl's costume for Halloween that my sister wore a few years before. None of this made me want to wear girl's clothes. I don't know why it was ever mentioned but I was talking to some girl classmates in fifth grade and the colonial dress I wore was brought up. I think I said something like, "What's so great about wearing girl's clothes? I've done it and its no big deal".
   One of the girl's said to me that I didn't really know what it was like because I was wearing pants under my dress. She encouraged me to try it without pants. I did try it and no big deal. I reported that to the same girls. Maybe if you would try a slip and a corset? I tried that and once again no big deal. They had me try a few other variations and still no big deal. "Why don't you try your sister's clothes on", they asked? I tried on my sister's panties, panty girdle' bra, nylons, slip, a sweater and a tight skirt. WOW!!!! What sensations I got! I never reported that back to the girls. I was dressing like that every chance I got and then one evening when no one was home I got the idea to walk around the block. I will always remember that walk but never did so as a youth again because I was sooooooo frightened of being found out.

One time when I was in the 6th grade, I went to school wearing a long old ladies kind of dress, with my long johns underneath, on Halloween.

 I do remember seeing girls in my class wearing tights wishing I could wear them also, I tried to convince my mom to buy me some saying they were long johns and socks all in one, she didn't buy it.

I did dress up in old big dresses, but everything was twice my size and it really wasn't the same as something that would look nice while doing it.

My mom was a snooper she found everything so there wasn't much point in buying anything I couldn't explain, so I curbed my fetish to long johns and footed sleepers, these I could explain.

Smaller long johns were like tights to me, I think that is why I loved them so much, and sleepers back then were only found in smaller sizes so they fit tightly also, I still wear long johns just about everyday, I never miss a night wearing a nice comfy footed sleeper, they make me feel good just wearing them.

If you mean as a girl, then I'd have to say two times.  In fifth grade, we had to do a performance where I had to wear tights.  So my mom gave me a pair of my sister's tights.  I remember wearing it to a dress rehearsal at school and wearing the tights under my pants all day.  I don't remember the actual performance but I'm sure I wore the tights then as well.

A number of years ago a friend was putting on a transgender show.  We were reliving the important days in a girl's life.  It wasn't like a play; it was more like a fashion show with music and slides and then walking up and down a runway while our hostess narrated.  In the first act, I played a schoolgirl on her first day at school.  In the second act I played a young woman going out to a nightclub.  The cast from the second act can be found here.  More photos from the show can be found on our meetup site.

If you're not restricting it by age to a young girl, then I've been out lots of times dressed fully as a woman.  While mostly going to a friends house for her TG parties, I've also been out to restaurants and shopping.  I often dress as a woman when heading to pick up my daughter from college or when returning home after dropping her off (a 500 mile car ride).  One time, heading out to pick up my daughter, I had car trouble while dressed.  After stopping at a woman's clothing store, my battery light came on.  I was lucky that there was a Meineke right there on the way to the highway.  I brought it in and sure enough, the alternator went bad.  I had to get the car fixed while en femme.

Last year I had two extended trips dressed as a woman.  My daughter was going to study abroad so she didn't go back to school.  But her marching band was going to be in the inaugural parade.  So I drove her back to the school and stayed in Dayton for 4 days while she got in a practice and then headed to DC.  I worked (telecommuted) from the hotel room two of those days (but dressed up).  On Saturday I went en femme to the Wright Brothers museum.  In the evening I went en femme to a drag show at a local club.  I slept in late on Sunday so I didn't do much, but was still dressed en femme the whole time.

Later in the year I went to a TG conference for 5 days.  I came close to the forced fem stories of going on vacation and not having any male clothing.  The extent of my male clothing on the trip was a few tee shirts, a pair of plain black sneakers, and some ankle high sweat socks.  I wore these along with a skort to do exercise in the gym at the hotel.  Everything else I brought along was women's clothing and jewelry.  So for 5 days I was forced to dress as a woman.  (Can you call it forced if it was planned by me?)  I had a good time, we went out to two restaurants, I attended several sessions, and we had a gala dinner/dance.  At one of our luncheons we had as a guest speaker Amanda Simpson, the first openly transgendered woman political appointee of any presidential administration.

Later this month I plan to go into New York City dressed en femme and spend the day there before seeing a show on Broadway about cross dressers who, in the 1960's, went up in the Catskill Mountains to be able to dress as women during the day.  See Andy's post Harvey Fierstein's latest project on this board for more info.

I go out dressed as much as possible. I am fortunate to have a wife/Mommy that not only supports my lifestyle, but encourages it.
One of our extra special times is when my twin sister from Maine, Petricia, (a few posts above) visits on Easter, and we spend the whole weekend in Charleston culminating on Easter morning with a carriage ride through the city. We have been doing this for about 5 years now, and the locals know and love our visits. I'm going to attempt to post a couple pics here.
